- In a medium bowl, whisk together the mayonnaise and sour cream until smooth.
- Add the vinegar, sugar, ketchup, Dijon mustard, onion powder, garlic powder, paprika, and celery seed.
- Whisk until completely combined.
- Season with salt and pepper.
- If the dressing is thicker than you'd like, whisk in milk one tablespoon at a time.
- Refrigerate for at least 2 hours, preferably overnight, to allow the flavors to meld.
